Highland Park, which spans both boroughs on a high plateau overlooking the cemeteries and East New York, dates to 1891, when the City of Brooklyn acquired the ground around its Ridgewood Reservoir for a park. The neighboring grounds are part of the Cemetery Belt that took shape after New York's Rural Cemetery Act of 1847, including Cypress Hills Cemetery, chartered as a nonsectarian cemetery and dedicated in 1848, and Cypress Hills National Cemetery, which grew out of a plot reserved for soldiers who died in the Civil War.
